Apistogramma agassizii "fire red"... wait, "double red"... err blue... yellow!?

OK the local guy has some sort of rare Apistos, as well as some super pretty ones. Apparently he is a huge fan of apistos..

Would a 15 gal be enough for a solo pair? I can move the rhino pleco elsewhere as this one is not as good as the last one and will not eat hair algae, making my "hair algae removal" tank defective.

Depends on the apisto species.  some are much more aggressive during breeding than others.  Below is my recommendation for a male/female pair.  if you want more than this you will need a bigger tank for sure

Baenschi = yes, they tend to keep to there spots

agassizii = probably would work too.

cacatuoides = need a bigger tank, something like a 20 Long will work good for these guys.

borellii = yes, it would do good in this size tank

 

which species is it that your local guy has?
