I see things like that in my tank, in my case it is dead hair algae from the pH change.  They have a tendency to drift around and settle. Or sometimes it is a random cat hair, but hey he helps with the shrimpin.

I've had it before. Kinda looks like spider webbing right? I typically do a water change and leave it alone or if it's getting unruly turn the light off for a day after a water change. It doesn't seem to be harmful or a type of stringy algae so I don't worry that much about it

Staghorn looks black, but if it is white it is Webby and thinner then this, I but I guess it could be, I had bba in my other tank, i wonder if it is like a leaf or something that decayed, I put dead Java fern and sword leave in there now and then for biofilm.

 

Staghorn is greenish/grayish.  It's your tank so you have a better look than I do.  I'm just baseing on the picture you show.  :)
