Too much biofilm?

I have 8 juvenile RCS in a 3 gallon, and they won't touch ANY food I put in there. I had them in a 1 gal setup while the bigger tank was cycling, and it would take them a few minutes to go to any food dropped in, but never all the shrimp immediately swarming at once like all the videos I've seen.

They are obviously content with the biofilm; my concern is if they are getting a balanced enough diet just from that.

They have one Indian almond leaf, cholla, a few alder cones and one Java fern, and I feed every other day, alternating veggie sticks and crab cuisine.

Once they start breeding, they'll get split into 5 and 10 gallon.
