Is it normal and safe to have bacter AE powder floating everywhere. It's like snow. I can see it settled all over the place after a few hours later.

Yeah, it will float some and then drift down.  No worries.

What about if it never goes down?

 

It was just floating around the surface for about 3 days till I decided to remove it manually.

Are you running a sponge filter by any chance? I ask because a sponge filter should break the surface tension so bacter would eventually sink. What I normally do when I use AE is mix it around in the water until most fall down. Hope that helps.

Thats exactly what I do put it in a separate container or cup shake it up real good then pour in the tank.  Sinks right away.  The first time I added it I just put it in the tanks and it floated for a couple days.

So mine isn't floating but I can see it on substrate. Is that normal. Does it dissolve over time. I mean it's still there 24 hours later.

There are some solid particles that dont dissolve although they are tiny.  After a day I dont see them anymore I assume my shrimp must be eating them.  How big of a tank and how many shrimp do you have?

Well I guess the reason why there are still solid particles is that there isnt anything to eat them.  Im sure some sort of bacteria or microrganism will break them down eventually.  I have also heard of people presoaking objects like leaves, driftwood etc. in a solution of bacter before adding them to the tank.
